I heard him talking about a headstart reading program in Maryland today.

He tried to use the phrase "key skills", regarding a facet of the program, and he could not say it.........

he kept fumbling, bumbling, started by saying "ski kills," then stammering around, trying to get it right.

of course he was trying to READ his speech, and, obviously, didn't apprehend some of the "ski kills" WRT to reading comp; one of them being able to recgonize when you're IN OVER YOUR FLAT, FAT HEAD!
