they're behind schedule for nuking Iran.
They wanted to have that already in the can by now. Katrina has interrupted that, so they're going to be even more hellbent than before.

so, they have to quickly either have another incident and blame it on Iran, or because they're this late, simply forego the usual runup of propaganda to the new war and simply attack first, spin later.
