I dont understand how Blanco turning over power would exonerate Bush
How does that work?

Seems like that would put the responsibility with him.

2. I think that she also had to agree to accept the blame
The fed takes over, sends in the NG troops. But she signs a statment accepting that the state was to blame for anything bad. That's how I understand W's arm-twisting deal.

assistance. There was no way that city was ever going to fend for itself giving the facts about the bowl effect and the levee flaw. So what you're saying is that the federal government intentionally backed out of its responsibility?

Why are those assholes running the federal government!!

9. He would be rushing in like Mighty Mouse to save the day after
the state government had failed and requested help. The governor would be an instant scapegoat and Karl would have an easier time spinning lies about what happened. She refused, stood her ground and life should get interesting when they get to the "blame game."
