Displaced Citizens
I prefer to use the term "displaced citizens" rather than "refugees".

: one that flees; especially : a person who flees to a foreign country or power to escape danger or persecution

These people are citizens of the USA who have been displaced from their homes by an act of nature; they are living in other parts of the USA.
