3. Excellent reference
A cousin lives (lived?) in NO and I've been wondering how hard their area was hit. Looked to be "only" 4-5ft. peak water.

The map convinced me -


    1. My 1960's era apartment (St. Charles between 6th Street and Conery Street, around the corner from "Commander's Palace") was DRY, never flooded.

    2. No reason to abandon the city - it can be rebuilt.

    3. No reason to declare martial law and shoo everybody out of the city, threats of arrest, euthanizing pets.
