What happened when the ALL HANDS ON DECK was called?

What happened when the ALL HANDS ON DECK was called?
When a major storm hits at sea the CAPTAIN calls the ALL HANDS ON DECK. In the case of Katrina, once it was apparent that a catastrophic storm was hitting somewhere on the US Gulf Coast, then it was up to the PRESIDENT to issue the call.

In the case of Katrina, it was the Captain that committed mutiny and the crew was let to fend for themselves. People did their best but it wasn't enough, not when there's no one at the helm.

In the old days if anyone on a ship committed mutiny, there was no question, you were heading for a watery grave. Too bad we can't even fire the bastards in this day and age. Oh well, at least the lost souls of New Orleans will be around to haunt these cowards for the rest of their lives.
