Why are so many NG and military pictured just standing around?

Why are so many NG and military pictured just standing around?
i don't get it. Who is supposed to be getting the last of the people out and who is supposed to be recovering the dead bodies? Who is removing trash and other debris? WTF is anyone doning except the volunteers who came from out of town, the resident police, and volunteer citizens?

Their job right now is to make shrub look good. But trust me, these folks will remember.
