A Question About the Salvation Army

One of my favorite radio stations is soliciting donations for the Katrina victims via the Salvation Army.

It is my understanding that evangelist hate groups like the Salvation Army are legally permitted to lie about what they do with the money they collect. (Their books are legally protected from scrutiny.)

Do I understand this correctly? Is it ever appropriate to trust the Salvation Army with this kind of responsibility?

Why do you say that?

They have a real low management cost, so a far larger part of a donation goes where it is meant to. They also have no grossly inflated salaries like the Red Cross, whose director pulls down $645K a year.
