My husband used to work in disaster preparedness/relief ...

..he also worked in Russia for years, both before and after the fall of the Berlin Wall, and organized relief in the immediate aftermath of Chernobyl.

He doesn't post here, but he wrote this - he's been on the phone day and night for the past five days trying to get someone to OK the offered assistance. Everyone knows this is a first-class fuck up, but here's another perspective.

Over the years I have worked in and out of government to solve communications and technical problems, save lives and help where possible. I was managing director of a Russian-American telephone company providing rapid communications in the former Soviet Union and have helped with disaster communications projects around the world.

This is the first time I have ever encountered this unbelievable kind of absolutely uncaring, Washington/political two-step. When the storm approached the Gulf coast I called offering simple suggestions to government types (since this was obviously from all reports going to be a terrible storm) of how to bring communications systems up as soon as the storm passed. I recommended bringing in Blimps with portable cell transceivers and VHF, UHF and other types of broadcast equipment and also equipment to aid in the search and rescue effort. No one was interested.

When the storm hit and everyone knew the worst had happened, I contacted the Red Cross, (someone there hung up on me) and then FEMA where someone told me it was all up to the DOD -- and I wondered why the Pentagon was in charge of FEMA? I was also told that FEMA was being privatized and a number of the experienced staff trained in hurricane relief had been told they had to resign from FEMA and then be rehired by the private company.

I called senators and governors, I even tried to get through to my contacts and no one would listen or respond (though a member of Senator Doles staff did commiserate with me over the level of incompetence that was growing ever more apparent). Then Putin offered helicopters, search and rescue personnel, water purification equipment, and doctors and so much more. Had the State Department allowed the Russian humanitarian mission to proceed, Russian help would have been on the ground a good 24-48 hours before FEMA was in many of the poorer and worst-affected areas.

Everyone here now knows that all international help was tuned down (Ms. Rice was shopping and taking in a play while these offers were coming in, so she may not be totally lying when she said no offers of help were turned down b/c she wasn't there to turn them down. But she's been caught lying again with a statement that can be proven to be an untruth empirically by simply making one phone call to Putin's offices or the many other nation offering help, or by reading LBN here).

The screw-ups continue even now. I can name many ways that the Bush administration not only did not help, but also caused people to die and are still causing so many to die needlessly. It is if the government was actively trying to hinder the relief operations.

I fear there will be the biggest cover-up in the history of America after this is all over (mass graves so reminiscent of Bush 41's Panama disaster). Dont let anyone tell you everything possible was done to prepare or respond when in fact FEMA may have done more harm than good.

Write, yell, do something, but this has to be fixed before the next disaster. I feel that maybe the only hope for America is to impeach the entire Bush Administration.

2. I also got rudeness from the Red Cross when I asked how to volunteer.
Told me they weren't taking any new volunteers without disaster training. When I asked where I could get disaster training, I was told there were no plans to offer it. This was two days after the event, and the Red Cross has no plans to offer disaster relief training??? What are they smoking???

one guy with 15 years' FEMA experience was told that if he chose to reapply with the private co., he'd be hired at STARTING SALARY! This is a guy in his 50s with tons of experience.

35. The story of the privatization of the most critical security MUST be told!
The promises of protection and planning has been the cornerstone of everything since 9-11!

The threat of terrorist attack was the rationale for the huge expense at the heart of homeland defense. That threat was to be met by intelligent and thorough planning to react to any situation.

It is more than obvious that these plans in fact do not exist.

What if this happened in your own hometown? Aren't we the most prepared country in the world?

Flaxbee, please encourage your husband to contact media and make sure the story of FEMA's gutting is front and center. His colleague's stories would add to the important informing of the public.

Good for both of you to speak out. We need citizens to speak out.

8. Tell your hubby thanks
and I'm sorry what he went through. Our family tried to do something to and I shared this story a few days ago so I will post it so you're hubby knows he wasn't alone. I wrote to my senator and some press.



I just wanted to take a moment and tell you what this one little house did before Katrina hit. It was last Sunday and I was meeting some friends at the local cinema to see March Of The Penguins. I was ranting to my husband, a retired law enforcement officer from a southern state, how I know we could be doing some military humanitarian airlifts. Take out the disabled people, ill people, tourist and how it wouldn't take that many C-130's either. I was a USAF member and worked in Air Traffic Control. I believe I have some experience on how many aircraft are available in this country.

While I took the kids to the movies, my husband called the Mayors office in New Orleans. He actually got through and talked to a person who asked him to called an Emergency Operations center. They gave him the number and he called. Again, he got an actual human who told him that he didn't know why they weren't doing that but maybe they fear a run on the airport. They asked him to call FEMA in Washington. He called and again he got someone who told him, Well we just don't have enough planes to do that. My husband asked him if they even thought about a military airlift and was told, well yeah, but again not enough planes.

My husband by the way, takes good notes and then called CNN and asked if they knew this information. Again a person asked for all his information, then asked him to either fax or e-mail the names and times he spoke with them. They couldn't believe FEMA's response either.

I'm not sure if anyone will look into this but I wanted to let you know that our "regular" middle class American home was alarmed that nothing was being done. We still had to try and we did get answers. Of course , looking at the state of the currents events, proves that the answers given on the eve of Katrina was we really don't give a damn. Not one bit.

31. I know of so many people who tried to help, like your
husband & you, and were met with appalling indifference and/or red tape at the government levels and at corporate levels, who are supposed to, according to * and his minions, fill in where gov't shouldn't be. Yeah, right.

The guy from Goodyear didn't call my husband back after repeated tries, though the operators and his support staff kept saying they thought the blimp/communications idea would work, and we'd gotten ICOM (supplies radio stuff) to agree to work if we could get the blimp guys on board. I guess the executives were too busy planning their holiday weekend to give a damn.


It is as if the gov't deliberately ignored anyone who had experience.

FEMA "emphatically" refused. They said they had to CONTRACT OUT for that and couldn't use volunteers.

Republican Rep. Mark Foley just said that on MSNBC.

UN.F#$KING.BELIEVABLE!

edit to add - After this segment, they had on one of their military experts that MSNBC has on all the time.

He said (paraphrasing)- This is a question of leadership. If the regulations in the beaurocracy required things that were untenable in the crisis, then a leader sees it and does what you need to to make it possible. Lincoln suspended Habeas Corpus during the Civil War, if there was a question about posse comitatus or something like that, a leader would be able to determine when the rules or laws are more harmful to the people, the reasons why the law is in place doesn't fit and a leader will suspend it or do what they have to do. This was a failure of leadership.

with NG telling them they cannot enter, that's why. The whole damn thing seems to be set up to prevent "outsiders" from helping. Must let Halliburton do it all so they can be paid. That way, when these fools are out of office, they will be able to receive their rewards.

BREAKING: Despite Katrina, Frist Will Call Vote on Estate Tax Repeal
Senate Finance Committee members were informed this morning that Sen. Bill Frist will move forward with a vote to permanently repeal the estate tax next week, likely on Tuesday, ThinkProgress has learned.

One stands in awe of Sen. Frist’s timing. Permanently repealing the estate tax would be a major blow to the nation’s charities. The nonpartisan Congressional Budget Office has “found that the estate tax encourages wealthy individuals to donate considerably more to charity, since estate tax liability is reduced through donations made both during life and at death.” If there were no estate tax in 2000, for example, “charitable donations would have been between $13 billion to $25 billion lower than they actually were.”

As they did after 9/11 and during the lead-up to the Iraq war, conservatives have placed tax cuts for the most wealthy and well-off over the spirit of shared national sacrifice. What a stark contrast to the outpouring of generosity being shown by the American people in the wake of Hurricane Katrina.

We'll be refining my husband's post and adding some info (names, dates, etc.) and will send it in to many media outlets in the coming days.

We did send some of this to CNN (when Cafferty was asking for input) but I imagine the networks were so flooded with emails and pissed-off calls that a lot of good information fell thru the cracks. I'll forward it to Olberman, too.

Enough is enough. I've emailed my Senators Durbin and Obama and my congressperson to begin an impeachment hearing immediately.

We the People should demand that this president be the CEO that he claims to be and resign from his position of honor and trust. Any other CEO whose horrible job performance caused hundreds, perhaps thousands, to die would be fired by the corporations board of directors.

WE (the People) ARE THE BOARD OF DIRECTORS of this beleaguered country, and its time we demanded our hired CEO leave his job. If he doesnt, we throw him out via impeachment and a trial in the Senate.
