Federal Flood Insurance, how does it figure in?

Federal Flood Insurance, how does it figure in?
I have no idea to what degree it is utilized in the New Orleans area. I do know that it is responsible for the grotesque overbuilding of the SC coast, essentially a subsidy for the real estate industry. It has ruined the Low Country as I knew it. An enviromental tragedy.

When the Big One comes, as it has now, a lot of homeowners and business owners will be reimbursed for having property where nothing should have been built. Should the government be in this stupid business?

I expect that this will have little to do with the city of New Orleans but perhaps a lot to do with surrounding areas. Like Trent Lott's beach house.
