People who tried to evacuate were prevented from doing so by police.
My mother just told me that she saw a man on the tele say that his family was prevented from leaving after the Government asked people to evacuate. Guess that explains why "some" stayed.

of course, they say that no matter what. Even if you are holding six different newspaper articles, have a printed copy of five websites, and video from 3 major news outlets, they still will tell you that you don't have enough evidence to back up your claim.
