To me it looks like he is not sharing a laugh but laughing at them.

I believe that's what's in the center of the carpet there, at lease on West Wing.

And while we're at it, I wish some diligent webist could find and post a pic of the Vulgar Pigboy on-stage with Poppy in the dying-ember days of the '92 campaign.
