The order of succession only comes into play if both Bush and Cheney are dead. Bush can apoint anyone he wants, and have them (he hopes) approved by the Senate.
I seriously doubt that Bush would choose McCain as VP. They play nice together for the cameras. But have no doubt that those two men loathe each other.
Bush needs a man he can count on to do his work for him. John McCain is NOT that man.
...the person they pick for VP will have a huge leg up for the nomination in '08. That would put a lot of power in the admin's hands to effect that election. Honestly, McCain would be one of the leasts of many evils.
