10. Bush delegated it to Cheney. Cheney preferred a plan that would
centralize the power in FEMA. <snicker> He was probably thinking of all that emergency money that could be easily filtered to Bush loyalists. Then came 9/11, Iraq, and no bid contracts to Halliburton.
