1. It depends on what Fitzgerald really wants...
And it depends on whether or not a crime was committed.

Sure - the outing of VP cost the US a valuable CIA asset and loads of intelligence for fighting actual terrorism, but if Rove can snake around the letter of the law, it could be a rub.

is setting up his arguments.

And then he'll get the bare minimum slap on the wrists... and a pardon from Jeb later.
