Bush and Rumsfeld came into office with cuts to the military budget.

Not many care to remember that when talking military budget cuts, but Rummy was trying to bring it down to 350 billion. Bush was doing all of that talk about getting out of nation building, and was actively supporting cuts to programs and weapons systems that were the pentagons nearest and dearest.
