If I understand it correctly, the FBI is restricted to working inside the U.S. on law enforcement stuff, except when foreign governments ask for the FBI's law-enforcement, CSI-related expertise. If that's true, then the FBI won't be looking for OBL unless there's reason to believe that OBL is in the U.S. (He may have slipped through the porous U.S./Mexico border, but I doubt it.)
If my grasp of the different news reports is correct, most analysts believe OBL is somewhere in Afghanistan or Iran or Pakistan or somewhere in that region of the world moving about in the mountainous regions which are beyond the host countries' ability to effectively project police power. Apparently, special forces troops (Green Berets, Navy SEALS, Rangers, etc.) are patroling those areas, but it's like looking for an animate needle in haystack, a needle which doesn't want to be found.
