how many pieces of clinton's agenda did the gop congress refuse to give an up or down vote to? how much was kept in committee? how many nominees did orrin hatchling keep off the floor? how long did mitch 'no lips' mcconnell keep campaign reform from being given an up or down vote-the gop only allowed it once it was watered down to the point that it was completely ineffectual.

things get kept off the floor all of the time. nothing in congress has ever been guaranteed the right to 'an up or down' vote
