Ernie Fletcher yesterday as part of a widening investigation of Transportation Cabinet hiring practices.
The team of investigators targeted Richard Murgatroyd, Fletcher's deputy chief of staff who last year served as second in command of the Transportation Cabinet, and Dave Disponett, the governor's unpaid political adviser and treasurer of the state Republican Party.
Both of their names are repeatedly referenced in documents filed with the attorney general's office and state Personnel Board as part of a cabinet whistle blower's complaint that Fletcher's administration used political criteria to hire rank-and-file state workers. Personnel laws require so-called "merit" employees to be judged solely on qualifications.

The cabinet hired 317 merit employees in 2004, of whom 98 percent were white. The seven minorities hired -- five black men and two Asian-American women -- tended to land low-level jobs as clerks and maintenance workers, while high-level professional and supervisory jobs went mostly to white men.
The Federal Highway Administration warned the cabinet in a May 9 letter that it has failed to meet the objectives of its federally mandated diversity plan. That letter was one of hundreds of documents a whistle blower filed with the state Personnel Board. Attorney General Greg Stumbo released the documents Monday.
