What does "without recommendation"
mean? I keep seeing the phrase and must admit my ignorance.

1. Committee makes no "yea" or "nay" recommendation, just moves
it on for the whole legislative body to decide.

5. It means it was the only way they were going to do the WH's bidding
with Voinovich and Hagel on board with them. It means that Voinovich, Hagel and Chaffee are too chickenshit to vote against sending the nomination out for a vote, where idiots and partisans will gladly do the WH's bidding.

Substantially bullshit.

It means nothing. Bolton will pass the floor vote 53-46 with one not voting (Hagel) and one R gone with the minority (Voinivich).

It's a fucking done deal.

What will happen shortly is that Lugar will move that the committee report the nomination to the floor without recommendation. That nomination will pass 10-8, on a party line vote.

According to a source close to the action, "A lot of people misunderstand what a "neutral recommendation" means. It does not mean that the vote was tied. It means literally that a motion is made that the nomination be sent to the floor without recommendation. The Committee could also theoretically report the nomination to the floor with a negative recommendation."

Unfortunately, it appears that Voinovich, although he will vote no on the floor, is not insisting that the committee report out the nomination with a negative recommendation.

The Committee is ducking here, but that's ok.

This is going to be a great fight -- lots more room to squeeze the issues out and compel the White House to defend a flawed and damaged Bolton nomination.

Flynt's allegations, etc. I'm sure Biden and other Dems will be out on all the shows pressing their case that this is simply the wrong guy. Don't know how soon it'll go to the Senate floor, but in the meantime, there's going to be a bunch of dirt coming out.
