the President gets every morning. The document is called the Threat Matrix. It lists out all the terrorist threats for that day.

The show is showing basically what the Dept of Homeland Security does with the document.

I am not really sure I liked it, but the story idea is interesting.
I don't even think that it will be around for more than a season or two.

I might be propoganda or maybe just some feeble attempt to keep us scared.
