If fair voting counting procedures had been used in 02 and 04, people would not even know about these lies or about assertions that "they" (the electorate) believed the lies. The actual number of people believing the lies is the same percentage that always believe lies. Nothing is different now except the corruption of the folks who are (wrongly) in office.
