Which province is the Declaration of Independence referring to?

Which province is the Declaration of Independence referring to?
Sorry, but I do not know to what provice outside the 13 colonies this section is referring.

"For abolishing the free system of English laws in a neighboring province, establishing therein an arbitrary government, and enlarging its boundaries so as to render it at once an example and fit instrument for introducing the same absolute rule in these colonies: "

England took over France's part of Canada after the French and Indian War.

...actually then known as Upper Canada (the area surrounded by the great lakes now Ontario) and Lower Canada, the St Laurence River from where it begins from Lake Ontario to its mouth or the region known as Quebec and New Brunswick/Gaspe' Peninsula. Am I correct on that?

... what was happening in Canada at the time.

Canadians probably know that part of their history better than I do, but I think it had to do with what the British were doing in Canada.
