1. Leave the names of the most wanted off the most wanted list. This was the primary lesson they learned from bin laden. Remember what Bush said about bin laden? He can't be caught "because he's hiding." And why is he hiding? Because he knows we're looking for him! But if you just leave the most wanted list empty, they'll be suspicious. Those terrists aren't idiots, you know. You have to fill it with something. Thus we have:

2. Fill the most wanted terrorist list with decoys. Everytime a person is arrested for gesturing at Coulter, everytime a person is hauled away by the cops for wearing a T-shirt, the first thing folks do here is mock the president. What you are missing is that it's part of THE PLAN. This is designed to give bin laden's associates a false sense of security. So long as they don't have a Kerry sticker on their car, they will think they are safe, and never suspect that we have them under surveillance.

As for this guy not being the number 3 man, I think you all are overlooking the obvious. Haven't any of you ever tried to do something complicated at work, only to botch it up?
