Was Ratzinger really in charge of defrocking pedeophile priests?

I was watching Maher's show today and Andrew Sullivan made that claim while discussing the Catholic Church. Since it was Sullivan making the claim, I am less than certain it is true. I knew he was in charge of orthodoxy but I didn't know that included behavior. If he was in charge of this and burried cases that is just terrible.

We're not talking Vatican II reforms, we're talking Counter-Reformation. They don't outsource that job.

4. I would think that behavior and orthodoxy are seperate things

Orthodoxy has to do with what the person preaches. Behavior what he does. I honestly figured there was some Vatican person in charge of behavior based defrockings.
