I had just checked out the link in the OP's post and saw that Freeper's site was listed. And why not DU's?

6. I've e-mailed them about this matter in the past.

I told them that they should add a discussion forum category to that list. Both DU and FR are discussion forums not blogs. I never received a response from C-Span. As far as I can figure, they are scared of DU and that's why we don't get a listing.
