Byrd says filibuster ban will have negative effects

Sen. Robert C. Byrd, D-W.Va., criticized the Bush administration and Senate Republican leaders Monday for their plans to end all debate on federal judicial nominees by a simple 51-vote majority.

The effort, often called “the nuclear option,” would end the requirement that 60 senators must vote to end filibusters. Today, the Republicans have 55 senators, and a handful of them are wavering in their support for Bush’s plans.

Byrd warned of larger implications during his speech to the Center for American Progress in Washington, D.C., on Monday morning.
