They lose -some- (however small) amount of power if they withdraw the nomination, they have to admit error that way. 13. Recess appointments can be for any position

Historicaly they have been used for emergencies (Congress used to take days to get quorums). Once Congress got back in session it could appoint the person. If Bush were to do this he would only be Ambassador until 2007.
