4. I think it encourages new nuclear power plants
and "clean coal" -- which is an idiotic concept, since technology to make coal truly a clean fuel does not yet exist. Coal mining today sometimes involves leveling mountains and pushing the debris down into streams, obliterating natural landscapes and water resources.

Also I think the bill includes funds to turn Yucca Mountain into a national nuclear waste repository. We can't build new nuke plants if we don't know where to put the spent fuel rods.

7. Clean coal should be encouraged as long as coal is legal

Coverting the coal into hydrogen gas makes it much much simpler to clean the air of mercury or sulfur since you do so before the combustion process. In addition hydrogen fired gas turbines have the benefit of combined cycle generation where the exhaust gases from the turbine can be used to do additional work. Since it takes energy to gasify the coal I don't know the economics of the whole system.

(On Edit) "Real" clean coal technology, not spraying water or other crap on regular coal and then taking the tax credit like companies such as Marriot have done.
