He was never asked. When he said he would like to go he was told that none of the ex presidents would be going.

The WH told him no ex-presidents were going, so he said "Never mind." Then the WH invited 41 and 42. Carter got screwed.

WHY? See his speech at the Democratic National Convention.

16. The bushistas think this is a cool spring-break thing at taxpayer expense.
Also might explain Clinton yes, Carter no. Which former president is more of a party animal? See, it's all about the good time the rich and famous can have.

My big concern is that while in Italy, the bushistas will but shoes. Have a developed morbid fear of them with more green shoes.
