Are schools being color coded?

Are schools being color coded?
I don't travel much outside of Kentucky and Tennessee, so this may just be a local thing, but I have noticed a trend in new schools that are being built around here. First of all, every new school looks the same every where I go; a red brick building with a metal roof. It's the roofs themselves that stand out.

From my observations the roofs are being color coded in the following way:

High School=green

Middle School=blue

Elementary School=red

Is there a reason behind this? Is it a local thing?

1. They resemble prisons to me
no windows that open, massive and cold, chainlink and concertina wire are next....
