The biggest concern right now is extending the time the bars can be open from 1:00 AM to 2:00 AM. Everyone thinking this is a good idea is goin ta hell fersure. People are still living in the 1950's here.
Never mind the candy cigarettes.

"First, rates for six crime categories — murder, rape, robbery, aggravated assault, burglary and motor vehicle theft — are plugged into a formula that measures how a state compares to the national average for a given crime category.

If it weren't for motor vehicle theft, MA & NJ would rank higher on the safest state list. MA is #1 in motor vehicle theft, but has a very low violent crime index.

No one lives in N. Dakota either...

2. I live there.
And the Motor Vehicle Theft is a carry over from horse theft. You can die without your transportation.
