It's near the end of the paragraph at the top of page 31. Perhaps that's what Delay is referring to.

What I got from this document is that Terri IS in a persistent vegetative state with no hope of improvement, and her parents agreed with that assessment up to a certain point. I still have questions about Michael Schiavo, the main one being why didn't he just let her parents take over her care and walk away - that's what I always come back to - but more and more I'm leaning toward his side, even though I question his motives.
