A question regarding the bankruptcy bill

A question regarding the bankruptcy bill
How does this affect credit unions, and balance transfers?

I currently have around $7500 in debt on a card that I haven't used in a year and a half. I'm doing what I may to pay it off, but I'd like to handle the account through my credit union instead of "First Nat'l Bank of Blihblah" or whoever.

Does the bankruptcy bill make it harder to do this as well, or make it easier for the credit union to fee me to death, or anything?

By the way, bankruptcy is not in my equation, but I do want to pay this off. I've had the thing for a long time and I want to be done with it and them for the rest of my life...
