Consider the business of political bumper stickers. First, possible phrases are suggested. Some are selected, others disgarded, up the chain it goes. Board meetings are held to determine which slogans are most worth their time and investment.
Then, thousands of dollars are paid to design, typeset and produce these stickers on the assembly line. Pictures of them are printed in catalogues and sent out to distributors who in turn decide which ones are worthy of pitching to local businessmen and grass roots political organizations who will then select those bumper stickers they think will most appeal to their demographic of customers.
A man walks in to his local truck stop and sees a selection of bumper stickers from which to choose to spice up his rickety old Pontiac. He's already put up the Bush/Cheney 2004 sticker, but he has room for one more, so he selects the one that best articulates what he believes is wrong with the world.
He buys it for a few dollars, washes his hood and carefully sticks his new purchase along the top of his bumber to proudly display to the world.
