The Bankruptcy Bill will pass, as cloture was approved.

The bill as voted on will become effective six months after the House passes it,(which is a certainty) and the Chimp signs it (which is a certainty)

If you gotta file, do it NOW!!

2. How bad off do you have to be to file?
I have a sister that was thinking about it. She has about $15,000 in credit card debt. Her and her hubby are in a house but it's in his name. Should I tell her to do it or wait it out?

The law will turn bankruptcy courts into collection agencies for the credit card companies.

He said this will also have a negative impact on lots of returning national guard and reserves who left small businesses to go serve in the chimp's war.

Recently unemployed, receiving unemployment benefits. We owe on a house, a car, and the wife's education loans. We have zero CC debt.

9. Bad idea...
Education loans are exempt from Chapter 7 bankruptcy to begin with (this was passed in the 90s under Clinton). And you'd also still need to make payments on both house and car or forfeit them both.

Of course, if you REALLY wanted to be cynical, you could take out huge advances on your credit card, pay down the student loans with them, then file for bankruptcy. Not sure that that little stunt would fly in a bankruptcy court, though!
