TODAY'S ACTION ALERTS: DU THESE, PLEASE & KICK!
TODAY’S ACTION ALERTS—IMPORTANT!

Please take a minute to protect our most vulnerable citizens and the rights of all Americans, then pass these alerts on to others.

March 08, 2005

OPPOSE THE BANKRUPTCY BILL

Last week, the Senate rejected a number of critical amendments to the bankruptcy bill, including ones that would have closed loopholes for the wealthy, cracked down on predatory lending practices and protected the homes of those who are facing bankruptcy from medical bills. Now the bill in its current form would do more harm than good. The Senate is set to bring the bankruptcy bill to a vote tomorrow, so it's critical that we tell our elected representatives now that we don't want to target seniors with medical crises or average families in hard times. Take action with The American Progress Action Fund and contact your senator before it's too late.
Act now!

STRENGTHEN SOCIAL SECURITY--OPPOSE PRIVATIZATION

If you haven't already taken one minute to urge your members of Congress to sign the Pledge to Strengthen Social Security and to oppose privatization, please do it right now. Click here:

NATIONAL BUDGET CALL IN DAY

By now, you've probably heard a lot about President Bush's 2006 budget. It cuts funding for some of the most vital social programs we have, like Head Start, low-income housing assistance and special education. Budget decisions show what we value as a nation—and what we're willing to spend our money on. But this budget is not compassionate. That's why March 8 has been designated National Call-In Day for the budget. A coalition of groups, including True Majority, The Children's Defense Fund and the National Coalition on Human Needs, is sponsoring call-in efforts to senatorial offices. To participate, just call (202) 224-3132 and tell the operator what state you live in. Then, tell the receptionist that you want your senator to support programs that help those in need and provide a social safety net. For talking points, or to send an e-message to your senator instead, click here. ACT NOW

TELL THE LEADER OF SOCIAL SECURITY PRIVATIZATION TO CUT TIES TO WALL STREET PROFITEERS

Bush's right wing allies are spending a fortune in their propaganda campaign to privatize Social Security.

They are also sinking to new lows: last week they began a Swift Boat-style smear campaign accusing the AARP of opposing our troops and supporting gay marriage.

The Campaign for America's Future is running a hard-hitting campaign to protect Social Security. This week they are taking on the House Republican who is leading the fight for privatization: Rep. Jim McCrery of Louisiana.

Let's tell McCrery to cut his ties to Wall Street profiteers now, and demand the he NOT take any more money from the companies that would reap billions if Social Security is privatized

CALPIRG: TELL CONGRESS TO PASS STRONG IDENTITY THEFT LAWS

We've all read or heard the news stories about ChoicePoint. Someone fooled the company into handing over confidential information pertaining to hundreds of thousands of people. Armed with names, addresses and social security numbers, the thief had the tools necessary to steal people's identities, open up new lines of credit, and do all sorts of damage.

Thankfully, the Los Angeles Sheriff's Department recently apprehended the criminal, but not soon enough. Law enforcement officials have identified approximately 750 people who have been victims of identity theft in this incident.

Please take a moment to contact your members of Congress and ask them to pass strong identity theft laws that are modeled after California's laws, and to oppose any laws that would preempt states from enacting stronger protections. Click below to email your members of Congress and to forward this email on to friends, family and co-workers so they can help too.

You're great posting these every week, Liberty Belle. I was confused by #3 -- the Kintera link doesn't lead to a Budget-related petition.

National Budget Call In Day was actually yesterday, but I didn't get the message until last night. You can still phone your legislators on this issue, though. The phone is listed above, or go to www.congress.gov.

********* REPORTS ON ACTIONS IN THE FIELD **********

STOP THE CAFTA VOTE
This is a one vote at a time campaign. Supporter will not introduce CAFTA to Congress unless they feel they have enough votes for it to pass. We must make sure they don't! Campaign members participated in numerous district meetings held during the February week of action with key members of Congress still on the fence with CAFTA or not publicly opposed to it. Visit the campaign site for more resources at
www.afsc.org/trade-matters/stop-the-cafta-vote

CENTRAL AMERICAN AMBASSADOR TOUR
The Central American Ambassadors tour around the country to promote CAFTA landed in three areas with "Friends of the AFSC Stop the CAFTA Vote" campaign including Charlotte, NC; Seattle, WA; and Denver, CO. Met by protests and press conferences, AFSC and others worked with Central American immigrants to challenge the ambassadors. They are now taking the traveling show to Sacramento, CA tomorrow, to DC on Tuesday, March 15th and then to Atlanta, Georgia and Alabama (details pending).
Counter events are being planned for each.

In Seattle, Latino leaders said NAFTA's first 11 years have harmed communities, farmers and workers in the U.S. and Mexico, and NAFTA's proposed expansion into Central America would be a disaster. "Latinos face a lose-lose situation with so-called free trade - many are forced to migrate from their home countries as a result of NAFTA-style policies only to find themselves criminalized for their immigrant status here and exploited by unscrupulous employers," said Maribel Martinez, a spokesperson for the Washington State chapter of the Labor Council for Latin American Advancement (LCLAA).

In Denver, Gabriela Flora, Project Voice Regional Organizer, American Friends Service Committee, said, "Some of the poorest countries in the Hemisphere are in Central America and our experience in Mexico leads us to believe that CAFTA is sure to accelerate inequality and exacerbate poverty in the region".

*********** UPDATES ON CAFTA IN THE US ***********

WHEN WILL CAFTA GO BEFORE CONGRESS?
Supporters want a vote before Memorial Day. We will know for certain that CAFTA will be up for a vote if Congress begins the informal process for considering the draft implementing bill. This informal process triggers the deadlines prescribed under the "Fast Track" law. Once an implementing bill is submitted, the committees reviewing it must send it to the floor for a vote within 45 legislative days and a vote must take place within 15 days. Supports say CAFTA must go before Congress by the end of March, otherwise, it will be impossible to pass it before the July recess or risk having CAFTA pushed off the agenda because of the competing domestic priorities such as social security. (Inside US Trade 2/25/05)

NEW NATIONAL POLL ON CAFTA
A new research survey commissioned by Americans for Fair Trade found that 51% of U.S. Americans across all political parties oppose the CAFTA. Anti-CAFTA sentiment crosses party lines, with Republicans (47 to 37 percent) joining Democrats (53 to 31 percent) in opposition to the agreement. The loss of jobs was of greatest concern with an overwhelming 74% opposed to CAFTA when asked if they would favor or oppose the agreement if it reduced consumer prices but caused job losses. For more information visit www.americansforfairtrade.org

NEW REPORT ON NAFTA INVESTOR-STATE CASES
In a new report, "NAFTA Chapter 11 Investor-State Cases: Lessons for the CAFTA", Public Citizen describes how Canadian cattle producers are using NAFTA to demand $300 million in compensation from U.S. taxpayer funds, claiming that the Canadian cattle import ban instituted after mad cow disease was found in Canada violates their NAFTA rights. In addition, a Canadian tobacco company is using the private NAFTA tribunals to attach the U.S. tobacco settlements. The report documents how "fixes" to the
NAFTA investor protection model required by Congress in the 2002 "Fast Track" legislation were not included in the proposed CAFTA. CAFTA's investment provisions include several cosmetic, ineffective tweaks to the NAFTA investor protection language, but otherwise expand the system of new privileges and private enforcement to investors in six additional nations. The report is available at
http://www.citizen.org/documents/NAFTAReport_Final.pdf.

RECIPIENT OF $700,000 USAID GRANT VIOLATE FEDERAL LOBBYING RESTRICTIONS
The grant set up a cooperative agreement between USAID and the Caribbean Central American Action (CCAA) group to provide initial funding for the Alliance for CAFTACTION, which CCAA said would be used to create a network of business and civil society leaders in Central America to implement CAFTA. The Alliance included members such as the U.S. Chamber of Commerce and the Chambers of Commerce for Central American countries.

At issue is a Declaration of Principles circulated by CCAA that states that signatories of the Declaration "ask our business partners and families in the United States to support our efforts to ratify and implement CAFTA." USAID's Office of the Inspector General (OIG) investigation only resulted in the group being ordered to change materials it distributed to supporters. Representative Sherrod Brown (D-OH), who requested the investigation in November, criticized the OIG report for failing to punish the CCAA with fines for violating federal and USAID lobbying restrictions. (Inside US Trade 3/4/2005)

********* UPDATES ON CAFTA IN THE REGION *********

NEW REPORT OF CA ACTIONS AGAINST CAFTA
The Alliance for Responsible Trade recently put out a brief report called "Central Americans Speak Out against DR-CAFTA: Major Issues and Mobilizations." For each country the report includes reasons for opposition and an updated list of demonstrations. Visit ART's website for a copy of the report at
http://www.art-us.org/docs/DR_CAFTA_0503.pdf

EL SALVADOR
El Salvador was the first country to ratify CAFTA on December 12th after being introduced at 3:00 in the morning the Friday before Christmas and despite widespread opposition in the nation. The El Salvadorian Red Sitini Techan plans to introduce a motion to the Supreme Court that challenges the constitutionality of five provisions included in CAFTA. They also hope to bring such a motions to the Central American Court of Justice if and when other countries in the region ratify CAFTA.

HONDURAS
On March 3rd Honduras became the second country to ratify CAFTA. A vote on CAFTA was suddenly forced through the Honduras Congress, cutting off debate and violating the process previously agreed to. CAFTA was approved with a 100 to 28 vote by members of the National Assembly. Lawmakers immediately fled Congress following the vote, however, to avoid 1,000 government employees opposed to CAFTA who were protesting in front of the building.

GUATEMALA
About 8,000 protesters, the majority of them teachers, demonstrated in the capital on Tuesday, March 1st to demand a public referendum on CAFTA and that Congress not ratify the agreement. As a result of this outcry and protests in Honduras after the ratification of CAFTA, the Guatemalan Congress agreed to hold public hearings to allow civil society to testify in Congress on CAFTA. Guatemala's Congress will most likely vote on it later this week, and have talked about moving the vote to a hotel to avoid protests.

NICARAGUA, COSTA RICA, DOMINICAN REPUBLIC
So far the proposal has been stalled with growing protest in Costa Rica.

Protesters in Guatemala face Brutal Repression During Protests Against CAFTA --Call the Embassy to Demand an end to Police Violence!

In the past two days, the Guatemalan government has responded to massive anti-CAFTA protests with violence and repression. As least 11 people have been injured and as many as 14 are unaccounted for and assumed to be in police custody. The Guatemalan popular movement is calling on international solidarity to denounce these actions and pressure the government for an end to violence.

On Tuesday, March 8 the government of Guatemala began the process of ratifying the US-Central American Free Trade Agreement (CAFTA). Having managed to delay a vote the previous week through large protests, Guatemalan popular organizations took to the streets again to prevent the Congress from voting against the interests of the people.

This time, the police responded with brutal force, and the repression has continued throughout the day on Wednesday.

Despite the mobilizations and repression, the Guatemalan Congress appears poised to ratify CAFTA within the next 24 hours. President Berger has threatened to call in the military to reinforce the hoards of police currently surrounding the Legislative Chambers.

Act Now to Stop Repression Against Anti-CAFTA Protesters in Guatemala!

CALL or FAX the Guatemala Embassy at Phone: (202) 745-4952; Fax: (202) 745 1908 and demand that the Guatemalan government cease the repression against peaceful protesters.

(Sample fax - see below for English translation, which may also be used for phone script)

Atentamente

(English Translation)
I am writing to demand that the Government of Guatemala stop repressive actions it has taken against those protesting the passage of the Central American Free Trade Agreement. I have heard very disturbing reports of violence against demonstrators that has left many people injured, some critically, and at least 14 people unaccounted for and presumed to be held by the police or the army. This violence must stop immediately and anyone being held for demonstrating should be released.

Subject: Update on situation in Guatemala

I just spoke with Norma Maldonado from the Mesa Global. There was some good news: the 14 people who had disappeared last night have turned up and are fine.

She also repeated several times how united the different sectors of civil-society are in this fight. People from indigenous, labor, NGO and other sectors will continue to demonstrate today and tomorrow, and there is a national strike planned for Monday.

The situation, however, remains tense. There are hundreds of police and some military people on the streets and they have blocked off a large area, perhaps 20 blocks, around the Congress. She said that right now, the central demands they would like us to support are that the Congress not rush through a vote on CAFTA but instead hold a popular consultation on the agreement. The Mesa Global and other sectors have delivered letters by more than 25,000 people making this demand. Instead, the Congress held the first of three "readings" of CAFTA yesterday. They could hold the second today and the third tomorrow (thus ratifying the agreement), unless popular pressure makes them delay those votes and enter into a dialogue with civil society.

She asked me to thank everyone for the faxes and messages of support, which have helped. She suggested that I call her back later today for further updates. I would encourage others who are in touch with friends in Guatemala to also post updates to this list.

Karen

************ GUATEMALAN BISHOP STATEMENT ************************

FOR IMMEDIATE RELEASE: Contact: Raúl Islas (202) 454-5129
March 10, 2005

Guatemalan Bishop Addresses CAFTA Demonstrations in Guatemala City

Background:
Over the last two days, thousands have peacefully demonstrated in Guatemala City in response to legislation currently under consideration of the Central America Free Trade Agreement (CAFTA) in the Guatemalan National Assembly.

Reports indicate that Guatemalan military and security forces have used teargas, armored vehicles and water cannons. Yesterday, the Human Rights Office of the Guatemalan Archbishop's Office stated that many demonstrators were injured, an undetermined number arrested and others characterized as "disappeared" by the Catholic Church. In light of these protests, Guatemalan Bishop Monsignor Álvaro Ramazzini, President of the Bishops' Secretariat of Central America and Panama, issued the following statement on CAFTA during a press call this morning, March 10, 2005, hosted by Public Citizen's Global Trade Watch.

Statement of Monsignor Álvaro Ramazzini - San Marcos, Guatemala

"CAFTA is much more than a simple trade agreement, as it includes a range of mechanisms that combine prohibitions on governments with rights for foreign investors on such issues as investment, national treatment, intellectual-property rights, market access, public services and access to bidding on public contracts. If implemented, CAFTA will transfer privileges for corporations into rights.

Looking at ourselves in the mirror of other countries - such as Mexico, which has more than ten years of experience under NAFTA - the enormous social impacts of generated by these agreements becomes clear, on such issues as agriculture, the environment, the de-linking of public sectors and the deterioration of labor conditions and families well-being.

CAFTA was negotiated behind peoples' backs, and this is the reason that people today are now protesting. It is based on a logic that favors profit over human rights and sustainability. It is clearly intended to facilitate the accumulation of capital to complement and lock into place the neoliberal reforms carried out by governments the region.

Guatemala is the country with the most unequal distribution of wealth in Central America. This must change if we want a different Guatemala. There must be a change in the fiscal system - those who make more should put more into the system. Sixty percent of those who live in Guatemala are rural, agricultural people. Still, we haven't seen a rural development plan or policies put in place to benefit most Guatemalans. It is urgent for Guatemala to make real agrarian reform if we are to better these conditions.

Inequality right now is enormous, and there is the concentration of capital and land in the hands of a few. Those who defend CAFTA want to preserve this status quo. The alternative to CAFTA is a real economic plan, a plan that we do not have today. This plan must have two main components. It must first call for universal education, and not just elementary education, but secondary and university education. Second, we must confront major health problems in the region. In Guatemala, 79 percent of children suffer from malnutrition. The intellectual property rights provisions in CAFTA will be a set-back in the production of generic affordable medicines for the Guatemalan people. People already cannot afford access to medicine, and that is because the trans-national pharmaceutical companies have all the rights.

While these companies invest, in the end their interest is to make a profit. Profound change must occur in the Guatemalan economy, and this change will not occur under CAFTA."
