It's just my experience that REAL addicts don't mess much with pot, although pot is psychologically addictive to some. Apprently it isn't the kind of high that hard drug and alcohol users prefer. The person who recorded those conversations was certainly acting with Bush's blessing. Notice the difference between what Bush said on the tape and what he would have said if it was an honest conversation:
