Hmmm... I would expect the Department of Homeland Security to raise the threat advisory from elevated (yellow) to high (orange) given the anniversity of 9-11 and the new recently released Bin Laden video that warns of preparing ourselves for the punishment of our crimes.

2. I think they're depressed
I think Tom Ridge discovered his duties are largely ceremonial and have absolutely no relevance or any real effect on the country. Basically he went from the relatively popular governor of one of the top five most populated states in America, to an idiot who plays with colors...

4. Because They've Forgotten
about the color code system thing.

If that isn't it, then it has something to do with the fact that everytime they raise it, communities have to spend extra money and right now, a lot of cities are broke. Thanks Bush Tax Cut, I Feel Safe Now.

9. I think I recall...
Reading something to the effect that terrorists won't strike when most expected or anticipated, although stunning exceptions abound, like New Year's Eve 1999 when a suspect was captured at the Canadian border, or most well-known, Timothy McVeigh on the second Waco anniversary.

I am reminded of Robert Stack in 'Airplane!', when asked if the runway lights should be turned on, and he said ominously, "No, that's just what they'll be expecting!" Probably Ridge's excuse.
