Rove now being closer to the President places him in the position of pushing shrub's policies and no longer involved in elections, are we going to see more dirty tricks and bullying?

2. Rove has always been in that position from day one.
Read any number of books that have been written from former administration officals; the political arm has always created the policy.

3. He's always had total access and influence.
I recall an article, from earlier in the Bush II reign. It was about a Cabinet meeting where Bush tried to ask a sensible question regarding tax relief for the poor and Middle Class. Rove was there and he cautioned Bush about straying from the objective of tax cuts for the wealthiest Americans. I think Rove has always had that kind of power over Bush.

We'd like to think that it's just Bush, a dumb person screwing things up

But what it really is, is a group of power hungry imperialists, i.e. Rumsfeld, Cheney, Wolfowitz, Rove, et al., that are just pulling the strings on bush

it's a lot worse than many people think
