People don't know history.

In the first red scare (right after World War 1) they developed extensive Spider Web Charts to keep track of all leftist organizations. That way anybody associated with liberal / leftist causes could quickly be tied back to Soviet / Socialist organizations and discredited. This is pretty much the same idea and will be used the same way, if Horowitz has his way.
