I think this will go the Mars route. Perhaps that's not embarrassing enough. But Bush's future "crises" will get much more scrutiny. And the Congress may actually get pressure from the people to go against it.

Problem is, if Bush's plan goes through, he'll be long gone before the shit hits the fan.
