2. This came up at the time Parliament opened...

several weeks back. MP Charles Kennedy was to submit an amendment to the Queen's speech, but I've heard nothing since.

He asked a question during PM remarks yesterday, unrelated to impreachment. I think this as dead as a democrat's article of impeachment sitting in the HJC.
