Serrano proposes 22nd Amendment repeal. Why?
Why in the world did Jose Serrano (D-NY) introduce a constitutional amendment to repeal the 22nd amendment, which limits Presidents to two terms? Anyone know?

7. I think it is sad that the office of President boils down to charisma
Are you saying that instead of running candidates with equal or superior ideas to Clinton we have to rely on his soft spoken southern ways to counteract Bush's cult of loyal Christo-fascists?

The 22nd is a good idea as it codifies the example set by Washington of the POTUS being a relatively temporary office. The only changes in the Constitution that should be proposed right now are abolition of the electoral college and allowing naturalized U.S. citizens to run for the Presidency.

8. bill clinton could ensure that they go away once and for all.
if shrub is merely term-limited out, then you just know jeb or whomever will try at some point.

clinton could demolish them once and for all.
