Would a reward offer result in a black box whistle blower?

The polls do not match the outcome and we all know that it is
likely the electronic voting machines and optical scanners were
hacked and tampered with to tweak the outcome to favor shrub.
Someone (or many) people are likely to know the facts because
somehow they were involved in the process. These lower level
employees are likely not people of wealth and perhaps a generous
reward would tempt them to come out with the truth of who, what,
when, where and how. What do you think?

I'll try to hunt it down (I think they were looking for donations to the fund). They had posted it on the Diebold message board.
