that's what's beneath the surface of the problem of crime. you have to do a lot of shifting around and looking beneath the surface, but eventually, you come to a criminal. and that's what caused the crime!

Talking about the sorry state of the Georgia corrections system, Lester said something like "what this state needs is a higher class of criminals." Little did Lester know at the time, but the GOP was just over the horizon to make his wish come true.
