27. I've been saying this for quite a while...
in fact the war was lost the moment the PNACers thought it up. The reason why is explained in my post from few weeks back - Why the US will lose the war in Iraq

Basically, the US can never win wars such as this because it cannot do the one thing that it takes to win a geurilla war - stop fighting back. The war in Iraq was destined to become a geurilla war from day one, as was the war in Afghanistan, and by its very nature a "War on Terror" is one as well.
