News Item (1991): Defense Secretary Dick Cheney defends President George H.W. Bush's decision not to invade Saddam Hussein's Iraq, saying, "For us to get bogged down in the quagmire of an Iraqi civil war would be the height of foolishness."

News Item (2004): Iraq's interim Prime Minister Ayad Allawi declares martial law and says a major U.S.-led military offensive against the rebel-held city of Fallujah will be necessary.

You have to say this for Vice President Cheney: When he's right, he's right.
