Taiwan: Paper Ballots. Audience watch counters raise Each Ballot
to show who was voted on it. Names are Quadrupled Spaced so there is not confusion about who was voted for...takes a couple of hours to compile the vote for a country 1/10 the size of ours. People count the votes not machines. There were problems in the last Taiwan election but not many with the counting of votes.

1. Canada does paper ballots for federal elections too
it is just common sense.

one problem: the computer companies can't bilk local and state governments for millions of dollars...

and, much harder to fix the election because of the paper trail.

4. Only if you stick with the current, crappy system for choosing.
First past the post is abysmally bad, and the best alternative (Condorcet), is not as straightforward as simply incrementing a count.

Without paper records, nothing exists except in rumor.
