6. I'm not sure that I understand what the article is saying.

If I read it correctly it appears that if Goff can get some sort of immunity for the report/reports he might be willing to come forward with something real. How do you interpreter the request?

...that he is concerned about accountability of those involved. Spin or blackout the findings. Doesn't sit well with me.
